What Is AC4C

The Alliance of Coalitions For Change is a statewide network seeking to increase the collaboration of substance abuse prevention in Iowa. 

AC4C started in 2005 and was formed because substance abuse coalition leaders across the state of Iowa recognized that they could pool their resources and knowledge to benefit each other.  These leaders invited additional coalitions and thus the Alliance of Coalitions 4 Change was formed.

How Can I Become A Member?

Coalitions interested in becoming members are asked to sign a Memorandum of Understanding.  Membership is voluntary and there is no membership fee.

Coalitions joining AC4C are expected to

  • Lend their endorsement and support to trainings, projects, advocacy efforts, and other activities of the Alliance.
  • Actively participate in meetings and activities of the Alliance when possible.
  • Take a leadership role as able within the Alliance at the project, work group, or committee level.
  • Provide current contact information for your organization.
  • Offer in-kind donations of meeting space or other needs whenever possible.
  • Assist other coalitions as able upon request.

    SUBSTANCE FOCUS ENVIRONMENTAL CHANGE ACTIVITY FOCUS OUTCOME
    Alcohol Educating on need for state-level social host law Bill passed
    Marijuana Educating on the potential adverse outcomes of circumventing the FDA process of approving medicines, instead encouraging research of marijuana’s components. Educating about dangers of THC. A bill was passed that approved using Medical CBD capping THC level at 3% THC and only allowing it for Epilepsy.

    SUBSTANCE FOCUS ENVIRONMENTAL CHANGE ACTIVITY FOCUS OUTCOME
    Alcohol Educating on alcohol harms for young people, how youth are affected by the price, and how an increase in the beer excise tax was needed. Increased local and state level awareness.
    Marijuana Educating on the potential adverse outcomes of expanding the medical CBD law (and increasing THC cap) by growing, making and selling products in Iowa. The bills to expand the law did not pass.
    RX/Opioids Co-sponsored and facilitated “Thought Leaders Summit” with IA Medical Society and AMA. 15 state leaders representing physicians, government, public health, and pharmacists attended to address the question: “What can we do both as individual organizations and collaboratively to develop a potent statewide strategy combating opioid diversion and abuse?” Strategic priorities identified for policy and legislation; education and awareness; epidemiology and surveillance; and delivery System design

    Alcohol Educating on alcohol harms for young people, how youth are affected by the price, and how an increase in the beer excise tax was needed. Increased local and state level awareness.
    Marijuana Educating on the potential adverse outcomes of expanding the medical CBD law (and increasing THC cap) by growing, making and selling products in Iowa. The bills to expand the law did not pass.
    RX/Opioids Worked with Iowa Pharmacy Association and local AC4C coalitions to expand drug take back locations. Number of drug take back community events and RX drop box locations increased.

    SUBSTANCE FOCUS ENVIRONMENTAL CHANGE ACTIVITY FOCUS OUTCOME
    Alcohol Educating on alcohol harms for young people, how youth are affected by the price, and how an increase in the beer excise tax was needed. Also, educated on need for Retail Beverage Service Training/Alcohol Compliance checks and Age of Seller increase for off premise. Gained support of state level partners.
    Marijuana Educating on the potential adverse outcomes of expanding the medical CBD law (and increasing THC cap) by growing, making and selling products in Iowa. The bill to expand to production and sales in Iowa did pass, but the THC cap remained at 3%.
    RX/Opioids Co-facilitated IPA Goes Local events with the Iowa Pharmacy Association with leaders in nine Iowa communities to discuss effect of opioid abuse in their own communities and find local-level solutions to combat it. Discussions generated feasible, local-level action steps to combat the upward trend of opioid abuse in each community.

    SUBSTANCE FOCUS ENVIRONMENTAL CHANGE ACTIVITY FOCUS OUTCOME
    Alcohol Educating on alcohol harms for young people, how youth are affected by the price, and how an increase in the beer excise tax was needed. Also, educated on need for RBST/Alcohol Compliance check and Age of Seller increase for off premise. Beer excise tax increase bill was introduced and made it through first funnel.
    Allowed to speak at ABD Regional meetings on these policy issues.
    Marijuana Educating on the potential adverse outcomes of expanding the medical CBD law (and increasing THC cap). Bills to expand did not pass.
    RX/Opioids Information sharing and educating at the state level. Bills passed: PMP registration required for doctors, Good Samaritan law passed
